Introduction

The Multipurpose Development Society (MPDS), established in 1998, is a pioneering civil society organization in Dadeldhura, Nepal. This case study examines MPDS’s successful implementation of a water resource management and livelihood development project, showcasing its commitment to empowering marginalized communities.

Background

Dadeldhura, a remote district in Nepal, has faced persistent challenges such as water scarcity, limited livelihood opportunities, and inadequate access to essential services. Marginalized groups, including Dalits, women, and freed Haliyas, have been disproportionately affected, necessitating targeted interventions to enhance their quality of life.

Objectives

 • To improve water resource management through sustainable practices.

 • To enhance income-generation opportunities for marginalized communities.

 • To build capacity and empower local groups for long-term resilience.

Methodology

MPDS adopted a participatory approach, ensuring active involvement from local stakeholders, government bodies, and community-based organizations. The initiative combined technical expertise with grassroots mobilization to achieve its goals.

Key steps included:

 1. Conducting baseline surveys to understand community needs.

 2. Organizing training programs for local water user groups.

 3. Implementing bioengineering and tree plantation projects for water source protection.

 4. Establishing recharge ponds and promoting sustainable irrigation techniques.

Implementation

The project focused on:

 • Social Mobilization: Mobilizing 22 local user groups for water resource protection.

 • Capacity Building: Training local women and youth in sustainable practices.

 • Infrastructure Development: Constructing 2 recharge ponds and 7 drinking water systems.

 • Environmental Conservation: Establishing nurseries and planting over 1,000 trees.

Outcomes

 • Access to clean drinking water improved for over 500 households.

 • Increased agricultural productivity through better irrigation systems.

 • Enhanced community awareness about environmental conservation and health.

 • Strengthened local governance through collaboration with stakeholders.

Challenges and Solutions

Challenge: Limited awareness about water conservation.

Solution: Conducted regular awareness campaigns and distributed educational materials.

Challenge: Insufficient technical expertise at the local level.

Solution: Provided hands-on training to local workers and user groups.

Conclusion

This initiative by MPDS demonstrates how collaborative efforts and community engagement can address critical issues in rural areas. By integrating sustainable practices and empowering local communities, MPDS has set a benchmark for holistic development.

Recommendations

 1. Scale up similar projects in other resource-scarce areas.

 2. Strengthen partnerships with government bodies for policy support.

 3. Leverage technology for real-time monitoring and evaluation of projects.
